Pretty certain Argyll And Bute Council will be. We certainly have more than our fair share of incompetent and useless councillors in Argyll & Bute. Councillor David Kinniburgh who is head of the Planning committee lives in Dumbarton and only qualifies as an Argyll & Bute Councillor because he is on the payroll of a garage in Helensburgh where his fellow councillor Gary Mulveny is a director.
