Only three clubs are in favour of adopting strict liability to deal with fan misbehaviour. Partick, who have a small fanbase and are based in the wealthy part of Glasgow and two clubs from the Borders where supporter and society problems are minimal. In other words, football clubs with anything to lose really don't want this, and certain prominent clubs (Celtic, Rangers, Hearts, Queen's Park) don't want to even acknowledge the issue.

At the end of the day, football club directors main responsibility is to make money for shareholders. Yes there is a degree of responsibility to act in the best interest of the game, but when money and good of the game are in conflict, directors are always going to choose money.

Clubs are never going to vote for it without pressure. If change is to happen it has to come from Government. Before we start punishing the clubs though (for society problems) maybe the Government should get real with the sentences they dish out to criminals.

I would have preferred that FPS said whether they were in favour of it or not. You are right that the clubs need to make money to survive ,and FPS's action re the new category for PATG for Celtic and Rangers games show they are focussed on getting money from the OF and could not care less about the sectarian bile they bring along to the game.

Millwall's chief executive made a good point after the club were charged with racist chanting... "If a person has gone and bought a top that says Millwall, does that make me responsible for that person? Or is society responsible for them?"

If I had the ability to break into the computer system at Dens I would have sent the following email.

Dear BBC,

Dundee FC would like to see severe repercussions for clubs when their fans misbehave. We are particularly keen to see the authorities clamp down on the sectarian bile that can be heard from the fans of certain clubs.
