Teams have access to pretty sophisticated databases and there are agencies that can be used to get data on a certain player. If Hartley is looking for a player using the loan system down south, him and Nelms will most likely study all the clubs and look at who may be potentially available (just going by who's not making appearances). They will then likely go to an agency and try to collect as much about the player as possible (so extensive highlights and maybe advanced performance data stats on some games they have participated in). Hartley will be tasked to go through loads of players and Nelms will be in the background trying to get the players that Hartley wants within budget.

Hartley may have been down to see these boys play at some stage (it depends how early he's been monitoring them) but even if he hasn't, he'll have a massive amount of information about signing targets. In the case of Healey and Calder, both have played in the Premier League U21 league which is heavily monitored by these agencies and Healey played in League One level last season which will also have been monitored.

The ideal approach is to go down and watch them play in person, as well as using these databases, but the expenses will really rake up and we can't really have the management team in more than one place at once. Even then, seeing a player play one or two games doesn't really tell the whole story about someone. I would imagine that any contacts that Hartley, McCabe, anyone at the club or a friend of a friend will have been contacted to find out more information about the players in question.

The only information that the agencies have off limits is medical checks that's down to just analysing how often they have missed games and going by hearsay.

As what Harry says above, most clubs use Wyscout. My son was saying the club brought this in when Hartley was named manager, cost them a fair bit. Basically you get every detail alive about a player on this system. 

Also think from hearing things, Eddie Johnson plays a big role at the club, especially with his contacts down south. Wouldn't be surprised if he was our next manager.
