What Is ..... "periscope" ........ In Relation To Live Football Streaming ?

Following the streaming ban /blackout, on the Scottish Cup games, it was said hundreds of fans at both games made use of " PERISCOPE" to broadcast streams both games to home viewres. As well as mention of this innewspapers, there was also a discussion on this on STV Tonight Programme .....And the general concensus was, this is something that should be embraced & developed by SFA/SPL.

In very simple terms, what is it? And is it available to everyone ?
